Public consultation has commenced on the introduction of four new Australian Design Rules (ADRs) for vehicle lighting:
- Draft ADR 101/00 – Light Emitting Diode Light Sources
- Draft ADR 102/00 – Light Signalling Devices
- Draft ADR 103/00 – Road Illumination Devices
- Draft ADR 104/00 – Retro-reflective Devices and Markings
This consultation follows a request originally made by FCAI, when the relevant UN Regulations were split into separate regulations. The adoption of these new ADRs will ensure that members can continue to use UN approvals to demonstrate compliance with Australian requirements over the longer term.
The proposed rules harmonise with UN Regulations for lighting and light signalling devices. After a major review by a UN expert group, 20 separate regulations were consolidated into three function-based regulations covering Road Illumination Devices (RID), Light Signalling Devices (LSD) and Retro Reflective Devices (RRD). Importantly, this restructuring did not alter the photometric performance requirements.
To align with these changes, amendments will also be required to ADRs 13, 19 and 67, covering the installation of lighting and signalling devices on two- and four-wheeled vehicles. These amendments will recognise the new ADRs as alternatives to the current requirements.
The consultation is open for six weeks, closing Tuesday 7 October 2025. Further details, including how to make a submission, are available on the Department of Infrastructure, Transport, Regional Development, Communications and the Arts consultation page: Harmonisation of Vehicle Lighting Standards.
Subject to confirmation of the final detail, FCAI will fully support this proposal. Members are encouraged to review the consultation materials and provide feedback. Please contact Ashley Sanders if you have any questions or concerns.
