In March 2009, the Vehicle Fuel Efficiency Working Group (jointly established by the Ministers of the Australian Transport Council (ATC) and the Environment Protection and Heritage Council (EPHC) recommended that the Australian Government undertake a detailed Regulatory Impact Statement to assess the costs and benefits of introducing carbon emission standards for light vehicles
